Estrutura Microfísica das Nuvens em Diferentes Ecossistemas da América do Sul.
Clouds directly affect meteorological conditions of the planet, by interacting with electromagnetic radiation from the sun, the earth’s surface and the atmosphere. Each cloud type interacts in a particular way, being extremely important that the total set of clouds at any location is well represented in atmospheric models, in order to generate more accurate results. The purpose of this paper is to initiate a characterization of cloud types as a function of their microphysical properties and evaluate the dependence on ecosystem and synoptic condition. The data were obtained through remote sensing, using the MODIS sensor and the variables: cloud particle effective radius, optical thickness, pressure and temperature of the cloud top. Several forms of distributions were found for six different ecosystems for the four seasons. It was noted that narrow and concentrated effective radius spectra are linked to deep convection clouds, while broader distributions can be usually associated to cold frontal systems. The amount of events analyzed was not enough to show clear patterns, although the results can lead to other directions in a future and more focused work

Albatross: An optimistic consensus algorithm
The area of distributed ledgers is a vast and quickly developing landscape.
At the heart of most distributed ledgers is their consensus protocol. The
consensus protocol describes the way participants in a distributed network
interact with each other to obtain and agree on a shared state. While classical
consensus Byzantine fault tolerant (BFT) algorithms are designed to work in
closed, size-limited networks only, modern distributed ledgers -- and
blockchains in particular -- often focus on open, permissionless networks. In
this paper, we present a novel blockchain consensus algorithm, called
Albatross, inspired by speculative BFT algorithms. Transactions in Albatross
benefit from strong probabilistic finality. We describe the technical
specification of Albatross in detail and analyse its security and performance.
We conclude that the protocol is secure under regular PBFT security assumptions
and has a performance close to the theoretical maximum for single-chain

A questão de ordem na Ação Penal (AP) 937: efeitos da restrição do foro privilegiado de Deputados Federais e Senadores pelo Supremo Tribunal Federal
A Constituição Federal de 1988 ampliou significativamente o rol de agentes que possuem a
prerrogativa de serem julgados diretamente em instâncias superiores da justiça, o chamado foro
privilegiado. Em maio de 2018, o Supremo Tribunal Federal, em questão de ordem no
julgamento da Ação penal 937, decidiu restringir o alcance do foro por prerrogativa de função
de deputados federais e senadores. De acordo com o novo entendimento, os parlamentares
federais só terão direito ao foro em crimes praticados durante o mandato e em função do cargo.
Todos os outros casos vão ser julgados pela primeira instância da Justiça. O que acontecia antes
era que um processo tramitava de um tribunal a outro, de acordo com o cargo do investigado:
se ele cometia um crime sem ter mandato e depois era eleito deputado federal ou senador, por
exemplo, o processo ia da primeira instância para o STF, mas quando deixava o cargo, o caso
voltava para o outro tribunal. Essas idas e vindas entre diferenças instâncias da justiça,
apelidadas de “elevador processual”, sobrecarregam os tribunais superiores e atrasam o
desfecho dos processos, aumentando a chance de os crimes prescreverem. O presente trabalho
tem como objetivo apresentar os efeitos que esta decisão de restringir o foro pode ter no
funcionamento do STF e como pode afetar no combate à impunidade de agentes políticos,
principalmente no âmbito da Operação Lava-Jato
Desenvolvimento de plataforma digital para análise da satisfação dos utentes de unidades de saúde
Este documento descreve o trabalho realizado em conjunto com a empresa
MedSUPPORT[1] no desenvolvimento de uma plataforma digital para análise da satisfação
dos utentes de unidades de saúde.
Atualmente a avaliação de satisfação junto dos seus clientes é um procedimento importante
e que deve ser utilizado pelas empresas como mais uma ferramenta de avaliação dos seus
produtos ou serviços. Para as unidades de saúde a avaliação da satisfação do utente é
atualmente considerada como um objetivo fundamental dos serviços de saúde e tem vindo
a ocupar um lugar progressivamente mais importante na avaliação da qualidade dos
mesmos.
Neste âmbito idealizou-se desenvolver uma plataforma digital para análise da satisfação
dos utentes de unidades de saúde. O estudo inicial sobre o conceito da satisfação de
consumidores e utentes permitiu consolidar os conceitos associados à temática em estudo.
Conhecer as oito dimensões que, de acordo com os investigadores englobam a satisfação
do utente é um dos pontos relevantes do estudo inicial.
Para avaliar junto do utente a sua satisfação é necessário questiona-lo diretamente. Para
efeito desenvolveu-se um inquérito de satisfação estudando cuidadosamente cada um dos
elementos que deste fazem parte. No desenvolvimento do inquérito de satisfação foram
seguidas as seguintes etapas: Planeamento do questionário, partindo das oito dimensões da
satisfação do utente até às métricas que serão avaliadas junto do utente; Análise dos dados
a recolher, definindo-se, para cada métrica, se os dados serão nominais, ordinais ou
provenientes de escalas balanceadas; Por último a formulação das perguntas do inquérito
de satisfação foi alvo de estudo cuidado para garantir que o utente percecione da melhor
forma o objetivo da questão.
A definição das especificações da plataforma e do questionário passou por diferentes
estudos, entre eles uma análise de benchmarking[2], que permitiram definir que o inquérito

estará localizado numa zona acessível da unidade de saúde, será respondido com recurso a
um ecrã táctil (tablet) e que estará alojado na web.
As aplicações web desenvolvidas atualmente apresentam um design apelativo e intuitivo.
Foi fundamental levar a cabo um estudo do design da aplicação web, como garantia que as
cores utilizadas, o tipo de letra, e o local onde a informação são os mais adequados.
Para desenvolver a aplicação web foi utilizada a linguagem de programação Ruby, com
recurso à framework Ruby on Rails. Para a implementação da aplicação foram estudadas as
diferentes tecnologias disponíveis, com enfoque no estudo do sistema de gestão de base de
dados a utilizar.
O desenvolvimento da aplicação web teve também como objetivo melhorar a gestão da
informação gerada pelas respostas ao inquérito de satisfação. O colaborador da
MedSUPPORT é o responsável pela gestão da informação pelo que as suas necessidades
foram atendidas. Um menu para a gestão da informação é disponibilizado ao administrador
da aplicação, colaborador MedSUPPORT. O menu de gestão da informação permitirá uma
análise simplificada do estado atual com recurso a um painel do tipo dashboard e, a fim de
melhorar a análise interna dos dados terá uma função de exportação dos dados para folha
de cálculo.
Para validação do estudo efetuado foram realizados os testes de funcionamento à
plataforma, tanto à sua funcionalidade como à sua utilização em contexto real pelos utentes
inquiridos nas unidades de saúde. Os testes em contexto real objetivaram validar o conceito
junto dos utentes inquiridos.This document describes the work done in cooperation with MedSUPPORT [1] in the
development of a digital platform to analyze the satisfaction of health units patients.
Nowdays the assessment of the costumers satisfaction is an important procedure used by
companies as an evaluation tool for products or services. In health units the satisfaction
assessment also assumes a increasingly important place in the evaluation of quality.
Starting the study by comprehending the concept of satisfaction allowed to consolidate the
concepts associated to the topic in study. One of the mos important points of the study was
the discovery that exists eight dimensions that influence the satisfaction of health units
patients.
To asses the patient satisfaction with the health unit we need to ask him directly, one way
to do it is by using a satisfaction questionnaire. In this work has been studied carefully
each elements that composes the questionnaire. In the development of the questionnaire
were followed the steps of: questionnaire planning, data analysis and questions
formulation. The questionnaire planning studied for each of the eight dimensons the ones
that apply in the questionnaire and the metrics to evaluate. In the data analysis was defined
the data to be collected and for each metric was defined if the data is nominal, ordinal or
balanced scales. Finally the formulation of the questions were carefully studied, to ensure
that the user understand the purpose of the question.
The specifications of the platform and questionnaire has been studied carefully, including a
benchmarking analysis, which helped to define the location (on an accessible place inside
the health care unit) and the platform interface (touch screen tablet). Has been also defined
that the questionnaire will be hosted on the web.
Web applications currently being developed have an appealing and intuitive design. The
web application design was studied, with focus in the colors to be used, the font and the
right places where information will be shown.

To develop the web application we used a programming language called Ruby and used a
framework called Ruby on Rails. For the implementation of the application were studied
the different technologies available, emphasizing the database management system to be
used.
The web application development also aimed to improve the management of information
generated by responses to the satisfaction questionnaire. The MedSUPPORT workers are
the responsible to manage the collected information and was important to improve the
simplicity of how they do the data analysis. To the administrator (MedSUPPORT worker)
it is available a menu to manage the information. The information management menu will
allow a simplified analysis of the current state using a dashboard and in order to improve
internal analysis of the data will be possible to export the data to a spreadsheet.
In order to validate the study that was performed, were carried out tests, both in the
functionality side and in real context usability side. The tests made in real context are
